Contest of environmental monitoring

 

Completed II International competition for the best work on the computer monitoring of the environment of Ukraine among pupils and students, which was conducted in March-May 2015, in accordance with the decision of the Public Council under the Ministry of Ecology and Natural Resources of Ukraine on December 16, 2014, number 3, and the order of the rector Vinnytsia National Technical University Ministry of Education and Science of Ukraine from February 27, 2015, № 51. This contest VNTU held for the fifth time (in 2014 - at the international level, and in 2008, 2012 2013 - at the level of the Vinnytsia region).

Advanced training

The teachers of the Department of systems analysis, computer monitoring and engineering graphics of VNTU carry out refresher courses at the Faculty of training on modern computer technology of VNTU, which includes a section of geographic information systems and technologies. Currently participants of the course "Fundamentals of GIS "ArcGIS" are being recruited.

Aim of the course - the understanding of basic principles and receiving skills to build and edit the digital maps and databases of geographic information systems of varying degrees of complexity and application environment, "ArcGIS", solutions of typical applications using the tools of ArcGIS.

Duration of training depends on the type of the course:

  • introductory course - 12 hours for 3 days;
  • short course - 20 hours for 3 days;
  • full course - 30 hours for 5 days.

Accepted size depends on the number of people in the group (1, 2, 4, 6 or 12) and the form of the course. The registration fee includes the cost of living in the dorm, and dinner in the dining room of the university. For each computer - 1 or 2 people. At the request of the program participants and the number of hours can be modified corresponding recalculation of tuition.

Program contains the basic principles and techniques in ArcGIS and is formed depending on the specifics of the audience. The course consists of lectures and laboratory exercises. All the work takes place on the computer. At the beginning of training each participant will get a synopsis of the lecture material in printed form. Teaching material is accompanied by a new demos and slides. Prerequisites: knowledge of the basic principles and possession of computer skills in the Microsoft Windows environment and the software packages Microsoft Office (Microsoft Word/Excel).

Education conducted by highly qualified experts (PhD) in the field of geo-informatics, information-measuring systems, construction, surveying, architecture and urban planning, cartography, engineering, communications, ecology and monitoring, computer-aided design, mathematical modeling. For teaching certain topics other specialists can participate, specialists in the application of GIS products "ArcGIS" in practice, etc. At the end of training the standard document is awarded without a qualification.

Education held in a computer geographic information systems and computer technology training center for new technology and research university in modern computers that have already passed the final nine times Ukrainian Olympiad on programming. All of the software is licensed, including classroom with GIS "ArcGIS".

Distance education

The center of the controlled from distance formation of VNTU (CDE VNTU) was created in January, 2004. Heads the center of cts., associate professor of department CEEMEG Botsula M.P. the Primary purpose of activity of CDE is organization, development and support of the controlled from distance education, in VNTU.

Work of CDE assignments:

  • a search, purchase and introduction of necessary software, is for organization of the controlled from distance studies;
  • analysis of the modern state of facilities of Distance Education in Ukraine and in the world and development of recommendations in relation to development of the controlled from distance education in VNTU;
  • development of the methodical providing of preparation of the controlled from distance courses;
  • preparation of the controlled from distance courses software development;
  • support of work of the system of the controlled from distance studies of VNTU.

In times of existence of Center the analysis of developments and achievements of teachers and employees of VNTU is conducted in the area of the controlled from distance education, conception of development of the controlled from distance studies is mine-out in VNTU, an analysis is conducted and carried out choice of software for organization of the controlled from distance studies in VNTU, own developments of the programmatic and methodical providing of the controlled from distance studies are begun.

Environmental Atlas of the Dniester River

Work on the atlas maps: 2007-2012.

In 2012 the bilingual "Ecological Atlas of the Dniester River" was published. In its development PhD, professor Mokin Vitaly, Head and Associate Professor of the Department of CEEMIG and Krizhanovsky Evgeny took an active part.

Atlas created within the project Dniester-III - "Cross-border cooperation and sustainable management of the Dniester River basin: Phase III - Implementation of the Programme of Action" international initiative "Environment and Security". This project was implemented by the European Economic Commission, the OSCE and the United Nations Environment Programme (UNEP) with the support of the Governments of Finland, Sweden, Ukraine and Moldova.

Now the Dniester River Basin population is over 5 million people in Ukraine and more than 2.7 million people in Moldova. "Ecological Atlas of the Dniester River" - the first attempt to visualize the ecological status of cross-border river, which has a total length of 1,350 km. There are more than 14,000 rivers in the basin, with a length of about 100 km.

Atlas is designed based on the information prepared for the pilot version of the GIS and the material collected specifically for this edition. It is a unique collection of vivid and colorful graphics materials on the environmental status of the Dniester River - has more than 30 thematic maps of the basin, numerous charts, graphs and photos. It is intended for specialists in the field of environmental protection, government and indifferent public.

For the first time Dniester got its own web portal on the Internet with cartographic information about its basin. Atlas materials are based on information of updated Dniester GIS portal, which is designed to promote the correct strategic and operational decisions. First of all, the decision relating to the implementation of the new Treaty on Cooperation for the Protection and Sustainable Development of the Dniester River Basin, signed by Ukraine and the Republic of Moldova, November 29, 2012 in Rome.

Atlas Information Group, created the project "Dniester III", the ecological network "Zoe" (Switzerland) and UNEP / GRID-Arendal. Work on it is an example of a successful collaboration between Ukraine and the Republic of Moldova, which are actively engaged in addressing common environmental problems in the basin. In addition to the atlas, Dniester GIS portal was also created.

Professor V. Mokin led a group of experts from Ukraine and information management - collecting and converting data into a GIS. Assistant professor of SACMEG Krizhanovsky E. was part of the group, and also the co-author of the concept of the Environmental Atlas of the Dniester.

In 2009 "Environmental Atlas of the Southern Bug River Basin" was published. In its development PhD, professor Mokin Vitaly, Head and Associate Professor of the Department of CEEMIG and Krizhanovsky Evgeny took an active part.

The atlas includes the following maps:

  • administrative map;
  • river network;
  • the main reservoirs of the basin;
  • intakes;
  • discharges and return flows;
  • water quality monitoring network;
  • ecological assessment of water quality;
  • physical map;
  • climate during the cold season (November-March);
  • climate in the warm season (April-October);
  • vegetation and transport network;
  • urbanized areas;
  • farmlands;
  • nature reserves;
  • line diagram of the Southern Bug;
  • linear schemes of rivers Sinyukha and Ingul.

Adjustment of layers of hydrography and the monitoring network is carried out by Vinnitsa National Technical University (professor, doctor of technical sciences Mokina V., Krizhanovsky E., Gonchar N., Rozvodiuk O.).

All of the information was provided by the Basin water management of the river Southern Bug (Gamlyavy V., Gavrikov Y., Bedz N., Tananchuk N., Dmitrishina V., Vlasova T., Victorov M.).

Data on the volume of agricultural land provided by regional offices of the main land of Vinnitsa, Kirovograd, Mykolayiv, Odesa, Khmelnytsky, Cherkasy region. The data about the objects of natural reserve fund pools provided by the State Service of Reserves of Ukraine.

Data preparation for thematic mapping was carried out by professor Mokin V. and Krizhanovsky E.

Atlas was issued by "Wetlands International" with the support of the Ministry of Agriculture, Nature and Food Quality of the Netherlands and the Ministry of International Affairs of the Kingdom of the Netherlands.

Design and implementation of geographic information system with basic information about water resources (rivers, rezervoirs, ponds) and water quality monitoring data and water usage of Kirovogradska region. It is expected to increase the validity and effectiveness of support decisions on integrated water resources management Kirovograd region through the use of geographic information system developed.

The system for making managerial decisions by managers of water management organizations in basin of Southern Boog river with using geoinformational technologies (# SR 0105U006684) (2006)

There had been posed and solved a problem of Geoinformation System (GIS) creation containing a bank of ecologic, hydroeconomic and cadastre information on water stock, water resources, water resources usage, qualitative and quantitative (levels and expenses) state of water etc. for the basin of the river Southern Bug. There had been developed the information software providing more grounded decision taking on the prevention or liquidation of water pollution consequences. There is convenient and clear interface of control over entire GIS and each system data bank specifically. There had been provided analytical possibilities of system data bank and developed software means for the automation of its contents. There is a possibility of searching, information, reference and analytic operations conducting within GIS, including thematic maps construction and their saving as a bmp-file. There had been suggested a new method for the optimization of observing network of the surface water quality upon 5 criteria and software for its realization.

The Creation of the Decision Making Support System by Heards of the Water Management Organizations for the Seversky Donets Basin with Use the Geoinformation Technologies (# SR 0107U005997) (2007)

The structure of the geoinformation model of the decision making support system is synthesized. Its system is optimal for the Siversky Donets river basin by the some criteria's. The vector map and database of the river basin GIS are developed. Soft instruments for automated filling the database by the ecology and water management information from existent specializing systems of Siversky Donets water management basin department.

Creation of the Geoinformation System of the Water State Monitoring of the Pripyat River Basin (# SR 0107U011807) (2007)

The structure of the geoinformation model of the Water State Monitoring is synthesized. Its system is optimal for the Pripyat river basin by the some criteria's. The vector map and database of the river basin GIS are developed. Soft instruments for automated filling the database by the ecology and water management information from existent specializing systems of the State Committee of the Water Management of Ukraine.

There had been analyzed and systematized data on mineral resources in Donetsk oblast. There had been developed the structure of data base system, created convenient and comprehensive interface, ensured and characterized analytical abilities of data base. There had been created the system of symbols for deposits and mining of minerals. There had been created the shell program, which functions as geoinformational analytical system and allows to combine such two GIS components as the electronic vector map and data base.

Creation of Geoinformation System for Monitoring and Registration of Minerals in Vinnytsia Region (# SR 0109U004944) (2009)

There had been analyzed and systematized the data of monitoring of minerals in Vinnytsia region. There had been created the structure of the data base system, created convenient and comprehensive interface, ensured and characterized analytical possibilities of data base. There had been created the system of symbols for places of deposits or development of minerals of different types. There had been mapped the researched places of deposits or development of minerals. There had been created the shell program, which functions as geoinformational analytical system and allows to combine the two GIS components: electronic vector map and data base. There had been made the integration of monitoring system and registration of the sate of minerals in the unique GIS of monitoring of environment state in Vinnytsia region.

Creation of a geographic information system database directory-classifier with passport data of groundwater basin Kalmius and GIS software directory-classifier with passport data of groundwater (# SR 0108U011046) (2008) - commissioned by the State Administration of Environmental Protection in Donetsk region - introduced in the same management and Siverskiy Donets Basin Water Management Administration.

Development and introduction of the geoinformation analytic monitoring system of region surface water resources (pasportization of the small rivers and basins, quantitative and qualitative evaluation of their state) (№ 0204U006122) (2004)

The electronic databank with the information about the rivers and reservoirs of Vinnitsa region and their users is filled. Had been an electronic map (GIS) of Vinnitsa region, which adapted for integration with created information, algorithms and the software. The program shell for work with GIS with a powerful information search system on all surface water resources and the their users for viewing the information about them is developed. Had been created the demonstration materials which describe, explain and result examples of work created GIAS. The program code of an Internet-site of monitoring system is developed.

Development and implementation of software for generation and processing of initial observation data, software ensuring information exchange for analytical subdivisions of agents and information - analytical centers of monitoring system on regional level (# SR 0109U005076) (2009)

There had been created the mathematical, methodical, algorithmic and program software which will enable to improve efficiency and correctness of generation, processing, storing, saving and conducting the necessary analysis of the initial observation data on the state of the environment in Ukrainian regions, to support information exchange of analytical subdivisions of the subjects of environmental monitoring with the regional information and analytical centers of environment monitoring system and relevancy of software in regional information and analytical centers with Information and Analytical Center of Ministry of Environment Protection of Ukraine within the execution of tasks of State system of ecological monitoring.

Commissioned by the State Environmental Inspectorate Ministry Ukraine:

Development and introduction of net geoinformation analytical system for complex state monitoring of surface water in Vinnytsia region (# SR 0105U008854) (2005)

The work resulted in development and introduction of mathematical, algorithmic and software provision for ensuring net functions of geoinformation system of Vinnytsia region surface water state monitoring. There had been developed the software subsystem for analytical processing, prognostication and geographic visualizing of surface water monitoring. There had been optimized the data base control system for local surface water monitoring system, the principal direction of which became the optimization of user's interface of data bade control system and improvement of data base structure following the standardization requirements. There had been developed and introduces the Web-interface access to the generalized water monitoring data via Internet, aimed at the improvement of population informing. There had been developed draft amendments and alterations to the draft Regulations on environment state monitoring in Vinnytsia region for ensuring adequate system functioning. There had been both developed and realized an approach for surface analyses over the morbidity in the region.

Also on orders Derzhvodahenstva Ukraine completed research "Development of scientific bases conformity assessment metrological measuring base basin water resources departments nature of contamination of river basins (data quality monitoring and water use)" (# SR 0111U005560) (2011).

Currently carried the implementation of network information system of accounting and analysis process water in Kherson water management and development of water management information model zoning Ukraine.

Also, in order Vinnytsia Oblast sanepidemstantsii performed research "Scientific and technical consulting, implementation, support and maintenance of geographic information system for monitoring electromagnetic environment in settlements Vinnitsa oblast" (№ 0308U007134) (2008) as a result of which it was created and introduced geographic information system for monitoring electromagnetic environment in settlements Vinnytsia region.

Research laboratory EREM

SRL EREM known in Ukraine and abroad by the scientific developments in industry of monitoring, design, control and management natural and technogenic objects, with the use of modern information technologies (bases given, geographic information systems, web-Technologies, XML and other). Basic work of scientists of SRL assignments:

Scientists NIL EDEM technology of construction of integrated control and management of objects of the environment, based on a clear definition of spatial relations between objects control and logical connections between all data about them that can determine both the causes and consequences changes in the environment. Scientists NIL EDEM past 15 years was made more than 50 scientific research commissioned by the UN, the European Commission, MEP Derzhvodahentstva (State Water Management Committee), state inspection, Minpalyvvuhillya (MFE), the Ministry of Education and Science and the Donetsk and Vinnytsia regional state administrations and regional councils dedicated to monitoring, control and management of natural resources and environmental management, various electronic cadastral systems and management infrastructure:

- quality and quantity of water resources;

- passport details of all rivers, ponds and reservoirs;

  • ACS "EcoInspector" (subsystem "Water and discharges", "Soils and waste" and "Emissions") - the only nationwide geoinformation analytical system of the State Ecological Inspectorate and analytical control of territorial bodies of the Ministry of Environment to obtain the results of measurements of pollution of the environment, emissions, discharges and wastes, storage, processing and analysis, which was created in the laboratory EDEM and implemented in the state ecological Inspectorate Crimea, all regions and cities of Ukraine, including in. All data cards are linked to GIS, easily managed and updated, enable automated updates do not require users to specialized knowledge in programming and mapping, the possibility of rapid preparation of analytical reports with maps and tables in convenient way.

Scientists SAСMEG Department prepared and published several atlases and maps a considerable edition (1500 copies and more). Have experience of work related to the development of design documentation for companies to obtain authorization for air emissions from stationary sources of emissions permits for special water use permit for placement and disposal of waste, projects of maximum permissible discharge of pollutants into surface waters and more.

In 2008, Associate Professor GV Goryachev developed a software package for the calculation of ground-level concentrations of pollutants emissions from stationary sources by the method OND-86 (certificate of copyright registration number 26017) and in 2011 - the program "GIS module of ground-level concentrations of pollutants by the method of Gauss' (certificate number 39 558) and the program "Automated system for calculating emissions of pollutants according to actual consumption of raw materials for industrial enterprises" ( "EcoProm") (certificate number 38756). A number of programs implemented to "MotorSich" to account for all emissions on the premises.

The publication includes River Basin Analysis of the Pivdenny Bug done according to the EU Water Framework Directive requirements and relevant measures. The River Basin Analysis covers water bodies delineation and typology and identification of significant water management issues (organic, nutrient, hazardous pollution and hydromorphological alterations). Based on the historical data as well as field surveys, conducted in 2010-2011, the ecological and chemical status of the water bodies of the main river – Pivdenny Bug are assessed. For the first time, the concentrations of total phosphorus and total nitrogen are defined for the main river as well as reference conditions. Based on the river basin analysis, the primary measures for restoration of the Southern Bug basin are identified. The measures include first of all reorganization of water monitoring: hydrochemical, hydrobiological and hydromorphological monitoring – network, parameters, frequency, methodology used, institutional changes (organization of the work of laboratory, distribution of functions, needed qualification), list of needed equipment and cost of the proposed monitoring program. The RBMP was developed in frame of SIDA / SEPA project “Institutional strengthening and capacity building for the Ukrainian River Basin Management Authority (Pivdenny Bug), implemented in 2009– 2013. The main beneficiary is State Agency of Water Resources, and the recipient is Pivdenny Bug River Basin Authority. The goal of the project is to reinforce of the basin principles of water management at national and regional levels by means of implementation of integrated water resources management following EU Water Framework Directive.

Learning process

 Lately no serious business is not without system analysts, who play a key role there. If it is a company or institution for development of software, then it is a  communication with the customer, clarify the problem, the choice of optimal ways to solve it, developing a plan of the work, management and coordination of its performers testing of the software which was created and implemented. If it is a company that provides services (bank, clearing business,  e-shop etc.), then it is either the creation of condition monitoring services, or the analysis and optimization of enterprise performance and others. If it is a government agency, then this is a  designing of e-gov (government Ronnie-elect) and / or analysis of data and search options to improve the efficiency of institutions on different criteria. These professionals must possess modern information technologies and methods of data analysis techniques and fundamentals with modern computer systems and devices (including mobile), and be able to design the architecture of informational system design documentation for it and train the customer to work with it. No successful project or company can not be without analysis, which determines the policy of the company, the bank, the introduction of a startup or products, etc., and often is the leader (manager) of the project or department. System analysts have the highest salary in IT. This and other students will be taught in many interesting subjects.

 For the results of training, graduates receive a higher education and a bachelor's degree qualification "Junior System Analyst" and Master's degree in systems analysis. Students are taught to create 126 specialty local and networked databases and knowledge, websites, intelligent information systems, expert systems and decision support systems; work across operating systems; program in modern languages: Java, PHP, JavaScript; perform analysis and intelligent processing of data (technology Data Mining, OLAP, etc.) use technology "Internet of Things"; basics of cyber security and systems analysis; create their own startups. Students will be taught in many interesting subjects. For specialization "Applied Information Technology" specialty126 students will be taught  to create web systems and web services; modern technology of information processing in the programming language R; use modern software for working with geographic information systems (GIS) and remote sensing data, create custom geoportals and web services for processing GPS-data and digital maps of natural and inventories; programmed mobile devices (smartphones, unmanned aerial vehicles (UAVs), and others.) To automatically monitor and computer processing of data in social networks and Web services; analyze, predict and visualize open data and more.

 Students are actively involved in the scientific research, including for a fee. At the request of the UN, the European Commission, UNESCO, the OSCE, ministries, regional councils, regional state administrations, city councils and academic institutions in Ukraine teachers graduating department SAKMEG with students of our university completed more than 70 research projects for the creation and implementation of information systems for automated analysis and handling various kinds of data. Teachers completed in the United States more than 20 courses in analysis and data processing, creation of startups control UAVs like.

2. Candidate of Technical Sciences in the field of 12 (specialty 05.13.06 - Information Technologies), associate professor Yascholt Andriy Ruslanovich - is an expert on the OSCE project on water resources management using IT, taking into account climate change. He is the Deputy Chairman of the Commission on the Implementation of Information Technologies in the Environmental and Environmental Management System of the Public Council under the Ministry of Environmental Protection and under it - the head of the section on the implementation of IT in the management system of nature management. Participated in the performance of almost 20 GDRs, including in the GDR, commissioned by the United Nations Development Program (UNDP), Vinnytsa and Poltava regional state administrations, Kryvyy Rih City Council, and the departments of the State Inspectorate and the State Agency for Water Supply of Ukraine. He was a responsible executor in more than 10 GDRs, mostly hosts (at the request of the Kherson regional and inter-district water management departments). Author of more than 50 scientific works, including 14 publications in professional editions of Ukraine, 2 monographs. Has 1 article in Scopus and 1 in Web of Science Core Collection, in Google Scholar - 26 publications (citing - 20, Hirsch index - 2). Has 5 certificates of registration of copyrights for works (computer programs). Co-authored with students has 23 publications, was the scientific leader of 7 master's qualification papers. Has the right to scientific management of postgraduate students.

3. Candidate of Technical Sciences in the field of 12 (specialty 05.13.06 - Information Technologies), associate professor Kryzhanovsky Evgeniy Nikolaevich - was a member of the working group on information management from Ukraine in the international project "Dnister III" commissioned by the UN, the OSCE and the governments of Ukraine and Moldova on the development of Internet GIS pool the Dniester River and an expert in the Ukrainian-Swedish project to create a management plan for the river basin of the Southern Bug River. Currently he is a member of the Ukrainian working group of the project "Development of an Information System for Calculating and Forecasting the Water Balance of the Dniester River Basin Based on Climate Change" within the ENVSEC and OSCE Project "Climate Change and Safety in the Dniester River Basin". Has more than 80 publications, about 40 scientific articles, 15 educational-methodical character and 18 certificates of registration of copyright, including more than 15 articles in scientific specialized editions from the list of VAC of Ukraine. He is a co-author of 12 methodical and educational manuals of manuals and 4 monographs. Thanks to the work of graduate students and doctoral students under his supervision were for theft, 29 master's theses and 5 (including in the field of 12 - 8 candidate and 4 doctoral theses). Editor-professional scientific periodical "Journal of Vinnytsia Polytechnic Institute." During 1991-1994. Was the head of the expert council of VAK on cybernetics and during the years 1991-2010. Was the head of the special council specialized doctoral and master's thesis on technical cybernetics, mathematical modeling and information technology now a member of the special council. During the 2000-2010's. Was an expert at the Scientific and Technical Council of Education of Ukraine in the direction of "Cybernetics and Informatics". There are about 60 co-patents. Some of his inventions have won prizes at international exhibitions held every three years in one of the European cities of the World inventive organization IFIA, for which he was awarded three gold medals of the organization.

SAKMIH Head of Department, PhD in the field of 12 (specialty 01.05.02 industry "Cybernetics and Informatics"), Professor Vitaliy Mokin, who, for the introduction of information technologies in the environmental area is an advisor to Chairman of the State Water Resources Agency of Ukraine ( 2009 to now), was an adviser to the Minister of environment of Ukraine (2009-2010), experts of the United Nations (2009-2012), the EU (2007-2008, 2011-2012), Ukraine-Swedish project (2009-2014) project Netherlands (2008-2009), in 2014 an expert OSCE project on water management using IT, given climate change was a member of the technical coordination and Expert Council on Informatization at the mayor. Vinnitsa VB Groisman (2010-2014), was a member of the advisory committee on sustainable development of energy efficiency in the city of Vinnitsa Vinnytsya City Council (2010-2014), is the chairman of the committee on the implementation of IT in managing the environment and natural resources and chairman of the committee on education, science and European Integration of the Public Council at the Ministry of Environment. Since 2000 is the head, and since 2006 - scientific co-director of SRL environmental studies and environmental monitoring (EDEM). Member 2 academic councils in the field of IT in NTB (since 2007) and the Institute of Telecommunications and Global Information Space of NAS of Ukraine (since 2009). Vice-Chairman of the Commission on the implementation of information technology in the control environmental resources management system of the Public Council under the Ministry of Environment and with it - the head of the section on implementation of IT environmental resources management system. He took part in the performance of nearly 20 research, including a research commissioned by the UN Development Program (UNDP), Vinnytsia and Poltava regional state administrations, Kryvyi Rih City Council and departments of The State Ecological Inspection State Water Agency of Ukraine. General information

Department of system analysis, computer monitoring and engineering graphics (SACMEG) of Faculty for Computer Systems and Automation of VNTU is known in Ukraine and beyond, above all, thanks to its research development. Is the successor of the Department of simulation and monitoring of complex systems (MMSS), established April 19, 2004, mainly on the basis of the team of teachers united by research themes of Scientific research laboratory of ecological researches and ecological monitoring(SRL EREM) of VNTU. During 2004-2005, the department was headed by Academician of the Academy of Pedagogical Sciences of Ukraine, Professor, Mokin B.I. In September 2012, Department of Engineering and Computer Graphics (ICG) was annexed to the Department of MMSS and the department was renamed the Department of Computer ecological and economical monitoring and engineering graphics. Accordingly, the Department of SACMEG consists of two sections: Section of Computer Ecological and Economic Monitoring (CEEM) and Section of ECG (formerly the Department of ECG).

Starting from March 2005 the department is headed by Vitaliy B. Mokin doctor of technical sciences, professor, Adviser of the Chairman of the State Agency of Water Resources of Ukraine, expert of United Nations Development Programme (UNDP), United Nations Environmental Programme (UNEP), United Nations Economic Commission for Europe, UNESCO, the Global Environment Facility on the Dnieper, the European Commission, the OSCE, a member of the Southern Bug and Desna rivers basin councils, a member of the Dnipro Basin Council and, with it, the head of the section on automation and implementation of geographic information system technology in water management. Among other teachers of department are experts of project of the European Commission and the OSCE, Head of Centre for Distance Education of VNTU and others. 9 teachers have the rank of associate professor, 13 - PhD in science, there are 2 applicants with a PhD degree in "Information Technology", 5 postgraduates of the specialty "Information Technology", "Environmental Security" and "Mathematical modeling and computational methods".

Department is engaged in theoretical basics of design and software development of analytical information systems and automated collection, storage and processing, decision support systems in complex systems in various areas of management using modern information technologies, including GIS technology, databases, Web technologies. Lecturer performed more than 70 research works ordered by the UN, the European Commission, Derzhvodahentstva (State Water Management Committee), State Environmental Inspectorate, Ministry of Environment, Ministry of Energy, Ministry of Education of Ukraine and Vinnitsa, Donetsk, Poltava and Kirovohrad regional state administrations on the subject of computer science, information technology and to create automated decision support systems, databases, geographic information systems and web systems implemented in all regions of Ukraine, cities and Crimea. For payment more than 170 graduate students from VNTU in areas of training "Computer Science" and "Ecology, Environmental Protection and Balanced Nature" were involved.

Department is graduating SACMIG the following specialties in the field of 12 - "Information Technology"

During the last 10 years lecturers published more than 400 scientific and methodical works, including 4 textbooks with approval of Ministry of Education of Ukraine, 20 teaching aids, 2 having approval of Ministry of Education of Ukraine, 15 monographs, obtained more than 35 patents and certificates of copyright registration of computer programs and databases. Prepared and published "Environmental Atlas of the Southern Bug River Basin" (financed by the Government of the Netherlands) and "Environmental Atlas of the Dniester River Basin" (with funding and assistance of UNECE, OSCE and the UN Environment Programme, supported by the governments of Finland, Sweden, Ukraine and Moldova). A new water management zoning map of Ukraine (funded by UNDP, GEF and the Government of Ukraine).

Teachers and graduate students of SACMEG defended 1 doctor and 9 PhD theses during the last 8 years.

The Department holds yearly refresher courses on geographic information systems and technologies.
